India's open access green power market is going through a structural shift, as commercial and industrial consumers move away from discom grid supply toward solar, wind, hybrid and round-the-clock green power bought through group captive, third-party and power exchange routes, supported by the Green Energy Open Access Rules 2022, rising grid tariffs and tightening corporate decarbonisation commitments.
According to Market Research Outlook's latest research report, the "India Open Access Renewable Energy Market" is expected to grow from USD 6,840 million in 2025 to USD 17,970 million by 2032, at a CAGR of 14.8%, supported by the lower 100 kW eligibility threshold, faster approval timelines, falling solar and storage costs, rising demand from data centres and heavy industry, and a growing pipeline of hybrid and storage-linked projects built for C&I buyers.
India's open access green power market is entering a new phase of growth, with demand shifting away from conventional discom power toward long-term contracted green electricity sourced from dedicated solar parks, wind farms and hybrid plants located across resource-rich states.
What is changing is not only the scale but the profile of demand. Cement plants, steel mills, chemical units, textile clusters, automotive suppliers and data centre operators now treat green power as a cost lever, a compliance tool for export markets and a hedge against grid tariff increases, rather than a voluntary sustainability purchase.
This shift is being reinforced by state-level open access reforms, deemed approval of applications within 15 days, the launch of green day-ahead and term-ahead products on power exchanges, and the entry of large independent power producers into the C&I segment. As a result, open access green power is increasingly bought as a strategic input, tailored to each consumer's load profile rather than sold as a uniform product.
Growth in the market is closely tied to record capacity additions. India added 7.8 GW of open access solar capacity in calendar year 2025, taking cumulative open access solar to 29.6 GW, while total national additions reached a record 37.9 GW of solar and 6.3 GW of wind. Developers such as Tata Power Renewable Energy, Adani Green Energy, ReNew, CleanMax, AMPIN Energy Transition, Fourth Partner Energy and Sunsure Energy are scaling group captive and third-party portfolios, while JSW Neo Energy, Avaada, Hero Future Energies and Serentica Renewables are building hybrid and round-the-clock supply for energy-intensive buyers.
At the same time, industrial consumers across Karnataka, Maharashtra, Rajasthan, Gujarat and Tamil Nadu are moving quickly, with these five states accounting for 85% of open access solar installations in 2025. Lower eligibility thresholds, green tariff options from discoms, and growing ESG reporting requirements under SEBI's BRSR framework are creating steady demand for long-tenure green power contracts across the sector.
Project design is increasingly focused on higher-value supply structures, including wind-solar hybrid plants with capacity utilisation factors above 35%, battery-backed round-the-clock contracts that match factory load curves, co-located storage that reduces banking dependence, and inter-state supply that lets multi-plant groups source from a single park. As a result, demand is moving toward multi-source contracts that combine price certainty, higher green share and time-of-day matching, supporting higher value realisation per MWh.
Despite this strong momentum, the market continues to face challenges. Rising cross subsidy surcharge and additional surcharge in several states, restrictions on energy banking, delays in substation access and grid connectivity approvals, and the phased withdrawal of the ISTS transmission charge waiver from July 2025 remain key concerns. Inconsistent rules across states add further complexity for multi-state buyers. However, the national Green Energy Open Access Rules, storage incentives and new transmission corridors are gradually easing these pressures.
Looking ahead, opportunities are emerging across round-the-clock and storage-linked supply, rapid demand growth from hyperscale data centres, green hydrogen and green ammonia projects, and wider participation from small and medium enterprises now eligible at 100 kW. Closer collaboration between developers, industrial buyers, transmission utilities and power exchanges is also widening contract choices and lowering delivered costs, positioning the market for sustained, value-driven growth through 2032.

The open access green power market is entering a structural upcycle where land and transmission access, hybrid and storage capability, and the ability to serve diverse C&I load profiles across multiple states will separate long-term leaders from the rest. As tariffs for grid power keep rising and buyers push for higher hourly green matching, demand is shifting toward round-the-clock, digitally scheduled and contract-flexible green supply, noted a senior analyst at Market Research Outlook.
